NSSF Range Partnership Grant
Program
Program Purpose: The Range Partnership Grant Program,
created by the National Shooting Sports Foundation (NSSF), provides funding
to help public and private shooting facilities jumpstart local-level recruitment
and retention efforts that may serve as models of success for other public
ranges across the country.
NSSF is interested in supporting creative approaches to the challenges of
recruiting new shooters, reactivating lapsed shooters and increasing opportunities
for active shooters. If pilot projects, funded by Range Partnership Grants,
are proven successful, NSSF will promote them as national recruitment and
retention models for other ranges to implement.
Guidelines
Who May Apply?
Only project proposals submitted by
and in the name of public and private ranges/clubs or educational institutions
with hunting and shooting sports curriculums or facilities are eligible to
submit project proposals for grant funding.
How much funding is available?
A total of $250,000 is
available for the purpose of supporting
projects designed to increase shooting sports participation. The
amount of funding that selected applicants may be awarded shall be made
at the sole discretion of NSSF. NSSF reserves the right to suspend and/or
terminate the Grant Program, adjust the total amount of funding available
under the Program and correct any errors made in awarding Program funds,
at any time.
How to Apply:
Applications will be accepted
on an on-going basis. Download the 2008 RFP Guidelines & Application and
submit according to guidelines.
Scope of Project:
Eligible projects
must address one or more of the following:
a. Recruitment of new shooters;
b. Re-activation of lapsed shooters;
c. Increased opportunities for active shooters to try
another discipline;
d. Communications or outreach programs/projects geared
toward retaining and/or recruiting shooters.
e. NSSF will consider funding public or private shooting
facility-sponsored meetings, symposia or conferences that focus on developing
local or statewide recruitment, retention or access projects.
What it Isn't:
These projects are
not eligible for Grant Program funding:
a. Projects with activities that do not include firearms
b. Projects that include the purchase of land
c. Projects that require funding for new building construction
or structural improvements non-essential to the operation of the shooting
range: i.e. clubhouses, shelters, employee-residences
d. Projects that require funds to purchase new equipment
or to support the operation and maintenance of equipment
e. Projects that need funds for engineering plans or
design documents
f. Projects that do not follow the requirements of the
program, as determined by NSSF
Project Deadline: Projects must be completed
by February 2, 2009. Grant recipients shall also
be required to submit midterm and final written reports regarding their
projects. Final written reports shall be due February 16, 2009.
**Be advised of the following when planning your use of funds:
a. Upon receipt of a signed Agreement from Grantee, NSSF shall disburse
50% of the funds to Grantee.
b. The remaining 50% of the funds shall be disbursed
to Grantee within a reasonable time following NSSF's receipt and satisfactory
review of final written reports.
Please seriously consider this schedule prior to submitting
a grant proposal to be sure that your shooting
facility can cover up-front costs.
Proposal Review and Selection Process
Grant awards are not final and shall be non-binding on NSSF until written
contracts are signed with grant recipients. Grant proposals shall be evaluated
for eligibility by a committee of NSSF. Awards shall only be made to
applicants with proposals that comply with all RFP guidelines, and who,
in the sole judgment of NSSF, propose activities that best promote
target shooting and hunter recruitment, participation and retention objectives.
(All decisions of NSSF are final and non-reviewable.)
Grant recipients shall be required to sign a written Grants Condition
Acknowledgement Agreement with the NSSF immediately following notification
of acceptance. Please

recipients shall also be required to execute and submit all other necessary
documentation (e.g., reports) as directed during the term of the grant to
ensure their commitment to the Grant Program.
NSSF reserves the right, at any time, to cancel or amend this Review
and Selection Process, reject any or all proposals, in whole or in part,
waive minor irregularities in proposals, or allow applicants to correct
minor irregularities, if the best interests of the Grant Program will be
served by doing so.
